For each revision, the table below will provide:

  1. a link to the current version of the form;
  2. a link to the proposed form as amended;
  3. a synopsis of the proposed changes; and
  4. the status of the proposed amendment:
    1. Considered – a proposed amendment under consideration by staff but not yet brought forward for consideration by the Commission;
    2. Proposed – a proposed amendment that has been presented to the Commission for consideration; or
    3. Adopted – a proposed amendment that has been approved by the Commission for adoption.

Application for Exception to Statewide Rule 32

The proposed amendment to the Statewide Rule 32 Exception Data Sheet will improve the effectiveness of the RRC’s Rule 32 exception program by:

Requiring operators to more thoroughly document the circumstances surrounding the need to flare gas;

Providing the RRC accurate information to assess compliance with the flare/vent authority; and

Encouraging transparency in understanding the broader needs and reasons for flaring and/or venting during oil and gas production operations in Texas.

Disposal/Injection Well Pressure Test Report

Staff is proposing changes to Form H-5, Disposal/Injection Well Pressure Test Report. The proposed amendment to Form H-5 will require the operator to report the top of cement (TOC) depth in feet for the surface casing and long string casing to Box No. 15.  This proposed change complements the Commission’s implementation of the new on-line Form H-5, a part of the Oilfield Relief Initiative, which went live on February 2, 2020. Also, staff proposes several minor revisions to the instructions to Form H-5, and these include: clarifying that all tests must be filed, including failed tests (see Instruction No. 2); informing operators that electronic forms may be filed through RRC Online and removing the requirement to file paper forms in duplicate (see Instruction No. 3); and adding the word “analog” to clarify what type of pressure recorder is acceptable (see Instruction No. 4[a]).
